The Legislature Is Back and MassTrac Has You Covered

The 2025–2026 session is shaping up to be one of the busiest in Massachusetts history. A total of 7,279 bills were filed to kick off the cycle, placing the Commonwealth among the most active legislatures in the country.

But here is the challenge: nearly 90 percent of those bills remain in the committees where they were originally referred. With just eight months left in this stage of the cycle, the action is about to pick up fast.

It is showtime on Beacon Hill.

Where the Bills Stand

The numbers tell the story. Out of all bills filed:

  • 6,548 bills (90 percent) are still in their initial committees.

  • Just 712 bills (10 percent) have been reported out.

  • Only 19 bills have been sent to study.

Some committees are holding onto nearly all their assignments. For example:

  • Housing has 97 percent of its 216 referrals still pending.

  • Mental Health, Substance Use and Recovery has 99 percent of its 92 bills still waiting.

  • Revenue has 98 percent of its 498 bills in committee.

Others have shown signs of movement. Municipalities and Regional Government has already reported out 118 of 261 bills (45 percent). Public Service has moved forward on 63 of 507 bills (12 percent).

And this month, things will accelerate. Twenty-seven hearings are scheduled, marking the start of serious action across multiple committees.
